Choose and Book - Referrals to hospital

2006 has seen the introduction of ‘Choose and Book’ one of the government’s flagship developments in the new NHS. Patients are to be given the opportunity of choosing which hospital will undertake their consultation, procedure or operation at the time of their consultation with their general practitioner. Choose and Book requires us to connect to the NHS Spine, and to share patient details . Sounds innocuous, but I can't release anyones records without their informed consent - and some people have already declined.
The CMO has told us that such objections are invalid - should I really override a patients objections and release confidential information against their wishes?
I dont think so...

I used to work in a private general practice that threw a dinner party once a month for their favourite Consultants and anyone who was not invited did not receive a referral. It was Chelsea; but they prided themselves in matching both the skill and the temperament of a Consultant to the needs of each patient. This latest news you are reporting shows how far away we have got in our State system from how it should and could be. I particularly enjoyed your description of the greying out of busy Hospitals from the screen. Will we soon be sending patients to North Korea?

this system is groaningly incompetent. It adds layers of complexity to otherwise straightforward referrals. Example: "Where would you like to go for your outpatients?" "Well, where do you suggest doctor?" Then either I must start the software (which slows the rest of the overloaded computer down)and run through several pages with the patient, adding 50% to my consultation time, or get my long suffering secretary to write to the patient asking them to click on a website ('whats that then doctor?") or ring a referral centre...the principle is so good so why is the practice so clumsy?
Oh, and then I must give my patient asurvey form to complete to see if Ive offered them a choice (no, I dont fill them out myself, though I have been sorely tempted...)
